Abstract

One of the major problems confronting any Authority after devastation by fire flood, storm or earthquake, is the restoration of buildings back to their normal functional use as quickly and efficiently as permissible under prevailing circumstances so that undue hardship, frustration and inconvenience are minimised and alleviated
as soon as is humanly possible.
